Why Manchester Has a Particular Asbestos Challenge

Manchester's asbestos legacy is directly linked to its industrial history. As the birthplace of the Industrial Revolution and the world's first industrialised city, Manchester and the surrounding towns of Greater Manchester accumulated vast quantities of asbestos-containing materials throughout the nineteenth and twentieth centuries.

Asbestos was used extensively to lag the pipes, boilers and steam systems that powered the cotton mills, engineering works, chemical plants and warehouses that defined the region. Large volumes of raw asbestos fibre were imported via the Manchester Ship Canal and offloaded at Salford Docks, which operated until 1982. The docks, the mills, the Victorian and Edwardian terraces, the post-war commercial estates - all were built during an era when asbestos was considered an indispensable material.

The North West has one of the highest rates of asbestos-related disease in the UK, a direct consequence of this industrial exposure. Today, the challenge is managing the asbestos that remains in situ across the built environment - in mill conversions, Victorian commercial premises, post-war office blocks, NHS estates, schools, housing association stock and industrial units. Any building constructed or significantly refurbished before the year 2000 may contain asbestos-containing materials, and those materials require proper assessment and management.

For duty holders responsible for non-domestic premises in Greater Manchester, this is not optional. The Control of Asbestos Regulations 2012 places a legal duty to manage asbestos on anyone with responsibility for maintaining or repairing a building. Failure to comply carries penalties of up to an unlimited fine and imprisonment. For more information on your legal obligations, see our guide to asbestos legal requirements.

Asbestos Survey Services in Manchester

Asbestos Management Surveys

A management survey is the standard survey required to fulfil the Regulation 4 duty to manage asbestos under CAR 2012. It is a semi-invasive inspection of all accessible areas of a building, designed to locate and assess all asbestos-containing materials that could be disturbed during the normal day-to-day occupation and management of the premises.

Our Manchester surveyors will inspect all accessible areas, take samples of suspect materials for laboratory analysis, assess the condition of identified ACMs and produce a detailed written report including an asbestos register, risk assessment and recommendations. The report is delivered in a clear, useable format and forms the basis of your asbestos management plan. All management surveys are carried out to HSG264 by BOHS P402-qualified surveyors.

Refurbishment and Demolition Surveys

A refurbishment and demolition survey is required before any building work that will disturb the fabric of a structure - whether that is a minor internal refurbishment, a full strip-out or a demolition project. This type of survey is more intrusive than a management survey, involving access to concealed areas and the fabric of the building to locate ACMs that would otherwise be missed.

Manchester's rich stock of Victorian and Edwardian commercial buildings, converted mill premises and post-war industrial units frequently contain asbestos in concealed locations - inside partitions, above suspended ceilings, within ductwork and plant rooms. A refurbishment survey scoped correctly to your planned works is essential before contractors begin. JB Monitor works with developers, architects, principal contractors and building managers across Greater Manchester to deliver refurbishment surveys that are fit for purpose and delivered on time.

Asbestos Re-inspections

Where asbestos is identified and managed in place, the law requires it to be periodically reinspected to monitor its condition and ensure it remains safe. JB Monitor provides scheduled re-inspection programmes for commercial clients across Manchester, producing updated asbestos registers and condition reports that keep your management plan current and your legal obligations met.

Asbestos Air Monitoring

Asbestos air monitoring is required following licensed asbestos removal works, where a four-stage clearance air test must be carried out by a UKAS-accredited laboratory before an area can be reoccupied. JB Monitor provides clearance testing and background air monitoring services across Manchester and Greater Manchester, with results delivered promptly to keep your project on programme.

Bulk Sampling and Laboratory Analysis

If you have suspect materials but do not require a full survey, JB Monitor can arrange bulk sampling and laboratory analysis. Samples are collected by our qualified surveyors and analysed at our UKAS-accredited in-house laboratory in Colwyn Bay (Ref: 2075) using HSE-approved methods to HSG248. Results are typically available within 24 to 48 hours of sample receipt.

Asbestos Consultancy

JB Monitor provides asbestos consultancy services for duty holders who need support developing and implementing compliant asbestos management systems. This includes asbestos management plan development, advice on prioritising remedial works, support with contractor selection and oversight of asbestos removal projects.

Asbestos Awareness Training

Under Regulation 10 of CAR 2012, any worker who may disturb asbestos during their work is legally required to have received appropriate asbestos awareness training. JB Monitor delivers Module 1 Basic Awareness and Module 2 Duty to Manage (Regulation 4 CAR 2012) training for employers and their teams across the North West.

Why Choose JB Monitor for Asbestos Surveys in Manchester?

  • UKAS accreditation - JB Monitor holds UKAS accreditation for asbestos surveying (Ref: 0294) and laboratory analysis (Ref: 2075), verifiable at ukas.com. This is not a voluntary quality mark - it is an independent, government-appointed assessment of technical competence. • In-house UKAS laboratory - samples are analysed at our own UKAS-accredited laboratory in Colwyn Bay, rather than being sent to a third-party lab. This means faster turnaround, tighter quality control and full chain of custody throughout. Results are typically available within 24 to 48 hours of sample receipt.

Frequently Asked Questions: Asbestos in Manchester

Do I need an asbestos survey for my Manchester property?

If you own, manage or have maintenance responsibility for a non-domestic building in Manchester that was built or significantly refurbished before 2000, you are almost certainly subject to the Regulation 4 duty to manage asbestos under the Control of Asbestos Regulations 2012. This requires you to assess whether asbestos is present, maintain a register and implement an asbestos management plan. A professional management survey is the standard way to fulfil this requirement. Even where there is no regulatory obligation - for example in some domestic properties - a survey before renovation or purchase is strongly advisable. Read more in our guide to asbestos legal requirements.

How long does an asbestos survey take in Manchester?

Survey duration depends on the size and complexity of the building. A small commercial unit might take two to three hours. A large multi-storey office or industrial building could take a full day or more. JB Monitor will give you a realistic time estimate when you enquire, and we work around your operational requirements wherever possible to minimise disruption.

How quickly will I receive the survey report?

JB Monitor aims to deliver all survey reports within five working days of the survey date. Where faster turnaround is needed - for example where building works are imminent - speak to our team and we will do our best to accommodate an accelerated delivery.

What is the difference between a management survey and a refurbishment survey?

A management survey is designed for occupied buildings where the goal is to identify ACMs that could be disturbed during normal day-to-day occupation. It is semi-invasive and focuses on accessible areas. A refurbishment or demolition survey is required before building works begin - it is more intrusive, accessing concealed areas of the building fabric to locate ACMs that will be disturbed by the planned work. The wrong survey type creates legal exposure and could invalidate your insurance. JB Monitor will advise on the correct survey type for your situation.

Does JB Monitor cover the whole of Greater Manchester?

Yes - from our Didsbury office we cover all Greater Manchester boroughs including Manchester city centre, Salford, Stockport, Trafford, Oldham, Bolton, Bury, Rochdale, Wigan and Tameside, as well as surrounding areas of Cheshire and Merseyside. Call 0161 359 3684 to confirm coverage for your specific location.

What are the health risks of asbestos in Manchester buildings?

Asbestos causes mesothelioma, asbestos-related lung cancer, asbestosis and pleural thickening. These diseases typically take 20 to 50 years to develop after exposure, and by the time symptoms appear they are often at an advanced stage. The North West has historically high rates of asbestos-related disease due to the region's industrial past. Read more in our guide to asbestos health risks.

Asbestos Management Surveys

Survey reports can also be supplemented by asbestos registers to monitor on-going asbestos management in buildings.

JB-Monitor provides asbestos management surveys in compliance with HSG264 Asbestos: The Survey Guide. The asbestos surveys are UKAS-accredited to ISO 17020 (0294).

Asbestos management surveys are undertaken to locate the presence and extent of any suspected asbestos-containing materials (ACMs) in a building. The survey involves visually inspecting all physically accessible areas of a building. The asbestos surveyor takes samples of suspected ACMs which are returned to the laboratory for analysis. An asbestos survey report is then produced. The report details what kind of ACMs have been found , their location, extent and a recommendation as to whether the asbestos has to be removed or if it can remain in place.

The asbestos survey report will also include a scoring algorithm for all the ACMs identified during the survey. This includes factors such as the condition of the ACM, how easy it is to access and an approximate quantity of the material. An essential part of an asbestos survey report is a clear drawing or plan of the building with the location and extent of the asbestos-containing materials mark on.

Asbestos Refurbishment & Demolition Surveys

At JB-Monitor we specialise in asbestos refurbishment surveys and asbestos demolition surveys. These types of asbestos surveys are required prior to intrusive work on a building. The asbestos surveyor will conduct intrusive and destructive inspections into the fabric of a building. The surveys are only undertaken in unoccupied areas of buildings. We appreciate that damage caused by intrusive surveys can be inconvenient for clients which is why we offer a make-good service as part of the asbestos survey.

Asbestos Re-inspections

JB-Monitor undertakes large and small-scale asbestos re-inspection programmes for public and private sector organisations such as Local Authorities, Health Trusts and Housing Associations. We recognise that all clients have different systems for managing ACMs and keeping records up to date. We have considerable experience in gathering the necessary site information for clients and feeding it back to them in their preferred format. JB-Monitor can also provide asbestos management software to assist clients in their obligations under the Control of Asbestos Regulations 2012.
